Scaffolding, Towers or Ladders?
Most two-storey Dublin semis and terraces get new gutters from ladders and a mobile tower, with no scaffolding. Three-storey period houses, a front over a busy footpath, conservatories underneath or cast iron usually need scaffolding, priced on top of the gutters. Scaffolding on a public footpath needs a council licence.

Scaffolding on the footpath

Yes, where there's room to park it. It's often used on tall fronts for a day.
Is a ladder safe for this?
For a bungalow, yes. On two storeys, a tower is safer for the long runs.
